Kinda sounds like it might be to be honest. You are able to buy very powerful ships right now and by the  time the  game is launched you may have them fully  armed. Sounds pretty  sketchy  to me.  

It also  sounds like  people will have a  huge power  difference between new  and  old players  unless the new player is willing to pay to close that gap. I'm  willing to hold off judgement until  it  goes live but,  my initial thoughts aren't good.
